moodle can not run

Dear Partners, 

After change moodle from ip to dns name , we face a problem, it will show the message as shown as below:

After test , we found mysql service can not run, we can not telnet 3306 port , how can we find the real problem about this question? Thanks a lot.

I am not an expert on these issues, but I will make a suggestion.

I notice "localhost," which means that you are trying to run moodle on your local computer.  You might try rebooting your computer, or stopping/starting the MySQL database from your "AMP's" control panel.

Thanks for your kindly reply. I am sorry , the screenshot is wrong, it's a example screenshot. I run moodle not using localhost. Actually I have try to start/stop mysql service in moodle server, but it can not run successfully .

Q1. What changed? Someone move the database? Someone add an additional blade to your server? 

Q2. Have you stop/started the Apache server? The MySQL server? 

Q3. Have you edited the config.php file to reflect the changes that you made? If so, then is it a MySQL issue rather than a Moodle issue?
