With my tests, once I added the policy to a site, all existing users had to agree to the policy. However, this is only prompted when they try to access a course - not when they are on home page or category pages.
Not sure gives you the full answer you will want (better that the policy is prompted after login I think) but might be worth testing.

When I set a policy up as active, it asked all users (who weren't admin) to agree to the policy on their next login rather than their next access to a course or activity. My user consent is using All users, if that makes a difference for the bulk upload. The default setting is to Draft - you need to switch it to Active.
