A little progress so far.
- reset all locale settings in moodle
- installed, configured and synced "ntp" (centos 7)
- set timezone in php.ini to the needed one
Tried to repeat the steps that would produce the behavior, so far so good.
One issue, we use 24H time format however it is inconsistently displayed,
For ex. Assignment settings due date is set using 24 Hour format and in the assignment overview it is still displays in 12 Hour format.
Default language is "en"
Any thoughts.
