I was just having this problem with a moodle site I made a copy of. I had to add "modify" to my IUSR folder permissions. Hopefully that helps!
Edit: Just saw that you gave "everyone full control" in your permissions set-up. If that didn't solve the problem, I don't think my suggestion helps at all. Sorry!
