Administration search box is missing for all users but administrator

Hi,

At admin main section: /admin/search.php as administrator, I can see, at the top of administration sections (klass theme, moodle 3.2) a search box. I can see it too at the bottom of administration bloc, at the sidebar.

But when I login with a manager user, I can not see search box (I can see all administration sections / links: user, appearance, etc.

Any idea?

I am facing same issue on moodle 3.2.2. Users cannot see search box, only admin can. To enable user i have added search forum block from (add block) option that appears in navigation, but i want forum to have this capability and appear at top as it does for admin. 

Any help?
