When I try to go to the 2nd step in snapshot of the master moodle, it appears that the database dump commands are not available?

2nd step of what? What instructions are you following (link please)?

Ok... sorry, never heard of this plugin (before).
It's described as 'Experimental' I see. Which doesn't give me a good feeling.
What are you trying to do? Are you *sure* you need to use this plugin? It does say that you will require some good Moodle/Sysadmin knowledge and skills.
