Is it possible to disable the change password option for students in their profile? Also, can we disable the "lost your password" link on the login page?

Site administration > plugins > Manage authentication
Find 'forgottenpasswordurl' further down the page and put a link in there to a static HTML page (or even a Moodle page resource on the front page).
Explain your password policy on that page.
That's it. Solves both issues.
