How to disable Quiz attempt emails to System Managers

Good morning, we've been trying to figure out how to disable emails to System Managers when a quiz has been attempted. In our environment we have two top level categories, one we use and and a second that is used by other parts of the organization, there are sub-categories that they manage, therefor we have category managers and system managers, the system managers are receiving emails whenever a student completes a quiz in the second category but not in the first. Ideally these emails would go to the teacher(s) not the system managers, nothing I've tried has worked.

So far we've tried prohibiting "Get a notification message when an attempt is submitted" for the system role of manager, however they are still appearing in the inbox of our managers. Removing the system role of manager and only using the Category manager role is too restrictive for our system managers that need access to login as and switch role.

Any suggestions? I've found a couple of related posts but did not have any success implementing the suggestions (see above).

Moodle version is 3.4.1+
