I have setup a course that has a lot of resources that are added at the beginning of the year by an administrator (me!), and don't need to be modified in any way through the year. These files are in various topics on the course page, added as a "RESOURCE", "File". It's important that the teachers of the course can't modify or remove these files.
Teachers need to be able to add their own files - I've done this by creating a new topic just for this, with folders. I've managed to set permissions so that teachers can upload to their folders (mod/folder:managefiles), but they can't edit or modify the files I have set up.
The issue is with assignments - for teachers to be able to upload assignments, they need to have the Manage Activities (moodle/course:manageactivities) feature enabled. With this enabled, when they "turn editing on" (to add an assignment), they can also edit (remove) the contents of the static files that I added. I can't see any way around this - without the Manage Activities permission enabled, they are unable to add assignments.
Can anyone provide some guidance for a way I might be able to achieve what I'm after?
