Philip, as for if you are assuming that your table conversion on PC from Antelope to Barracuda will transfer over to Hosting (assuming it shared), then this wont happen, else if you are upgrading from say Moodle 2.7 onwards (not a fresh 3.4 install) then table conversion is taken as recommended and not required - if and only if you have UTF8 character set selected for your DB and every shared hosting allows users to change their character set.
I don't see any issue of this not working.
