If I understand containers at all (and I don't really - I don't work in this area) then I think you are conflating the use of containers with needing to do some trickery to make Moodle work in a multi-tenancy mode that it doesn't do.
There are multi-tenancy solutions for Moodle (e.g. www.iomad.org) or you may just want to consider if there's a way to use standard Moodle using groups and cohorts.
It all depends on your exact needs. But, to reiterate, I think you are looking at a solution that neither exists or is really practical.
