Our markers cannot see the participants list even though they are a part of a group and we have separate groups. I have checked the permissions and they have view participants with or without participation allowed but still they cannot see, they get the following message (see screenshot): Is this a bug?

If they are part of a Group that has access then they should be seeing the activity. IF they have rights to view submissions, then they should be able to grade whatever they are required to grade. Check to make sure they have the capabilities to edit grades as well.
