How can i allow the Manager to Edit user profiles
i want my category manager to update the first name and surname of the participants in course

A Manager assigned at Course Category level cannot edit profiles because editing profiles requires capabilities assigned at the Site level.
What you could do is to create new role that only allows editing the profile and then assign it to your Category Managers system-wide.
