I use Moodle 3.0.1.
I wanted to know if there is an option available on the quizes where I can set a due date, but still allow students to attempt the quizzes with the highest grade being recorded, but only if an attempt has been completed prior to the due date.

Not that I know of within a single quiz but you could duplicate the quiz and then restrict access to the second one until the first one has been attempted within the specified time.
You should be able to do this with activity restriction. Add two conditions one that it is available before do date and the other that the grade is positive. Select that at least one condition must be true.
