No can do unless you turn of messaging site-wide. Otherwise, enterprising 10 year-olds have been known to type "Barbara" and come up with all the Barbaras on the site.
It's easier to tell that few clever students, "Don't contact people you don't know," *after* they have done so (rather than telling them in advance not to do something you've just instructed them how to do).
