I have established groups
and assigned members, but am not sure how to apply this to controlling
access to the functions. I see how to select "Separate groups" for display. Which Resources and Activities can be restricted to particular groups and how? is this possible? (Moodle 1.5.3)

It's not yet possible to restrict access to resources for a particular group, however you may be interested to hear that improved group functionality is due in Moodle version 2.0.

Perhaps is too later to offer my solution but if you want, you can test my last implementation for doing what you want.
