One hack would be to export your questions in Moodle XML format. I use Notepad++ to edit the file and the line should appear <penalty>0.0000000</penalty> (showing no penalty). You could manually fix one question to serve as a template for the correct setup.
Still have to edit all your questions but a search and replace is possible. Reimport your questions - somewhere else - and after checking, delete your originals.
