Is there a reason why you want to use SCORM 2004 instead of 1.2? We use Storyline exclusively for developing our courses and always publish to SCORM 1.2 with the setting Complete/Incomplete. This after we tried for a long time to get SCORM 2004 working in multiple Moodle versions. We also try to avoid tracking by number of slides and use a graded quiz in Storyline whenever possible (seems to be more consistent for us).
In Moodle we use the following settings:
- Grading method - highest grade
- Maximum grade - 100
- Attempts grading - Highest attempt
- Force new attempt (if allowing multiple attempts) - force new attempt, yes
- Require view - checked
- Require grade - checked
- Require minimum score - we enter passing grade
- Require status - check both passed and completed
As I said, these are what work for us. Your experience may be different. I spent a lot of time over the past few years tweaking these settings.
We also test all of our courses fully in SCORM Cloud before bringing them into Moodle. This catches a lot of reporting/SCORM issues and then we know the zip is working as expected and we just need to tweak Moodle settings.
