I think there is a misconception here on what the capabilities in the previous version were and the ones the current one are.
With BigBlueButtonBN 2.1.x the recordings belonging to a Room were also shown to all the uses who have access to the Room. RecordingsBN was used as a view in order to show ALL the recordings in a course. But this use case was not changed at all.
With BigBlueButtonBN 2.2, the functionality offered by these two plugins was merged, which means that you can have an instance that has a Room/Activity with no recordings, it can be a Room/Activity showing its own recordings (same as the standard Room in v2.1.x) or a resource with Recordings only (same as an instance of the previous RecordingsBN)
The use case you are trying to cover has never been considered, although you were able to hide the recordingsBN instance from students using the Moodle capabilities. Nonetheless, there is a workaround you could try. This would be to create a group per user in that course and enroll them.
Students should see only the recordings for the group (or groups) they belong, but Teachers should be able to see all of them.
