you could publish the SCORM packages as plain files in a Repository e.g. File System (https://docs.moodle.org/34/en/File_system_repository) like described in https://danmarsden.com/blog/2013/09/24/managing-scorm-content-in-moodle-2-6/, option 2°.
BTW, such slow performance means that your env is not well configured: look at https://docs.moodle.org/34/en/Server_cluster#Performance_recommendations and https://docs.moodle.org/34/en/Performance_recommendations for ideas, starting from https://docs.moodle.org/34/en/Performance_recommendations#X-Sendfile.
