As far as I know, the only way to display tags is with the Tags block, which will display a word cloud of most used tags that you can click to see everything tagged with that item.
There are a lot of possibilities for the tags in Moodle, but I've only heard of a very select number of course formats which will actually display the tags for an activity or resource on the course page.
