(This problem does not exist with the new registration emails. They work beautifully.)
We are using version 3.2.4. If users forgot their password and click on the "Forgotten your username or password" link they are sent to the correct screen where they can search by username or email. Once completed the screen telling them "If you supplied a correct username or email address then an email should have been sent to you" appears, but they do not receive an email.

Switch on Debugging and 'Email debugging'. Run through the lost password process. The email debugging gives an alarming amount of output. Look for errors or copy and paste here.
