The language editor now saves strings files using 'single quote' strings rather than "double quote" strings.

The difference is that PHP always parses "double quote" strings looking for variables, and this slows things down a little (I don't have any benchmarks, and it's not very much, but every bit helps).

I've already converted the English language file (en) ... you can do this with other languages too simply by opening each file and saving it again, using the latest language editor: cvs:/moodle/admin/lang.php
