Moodle developer skills assessment

We are an NGO using Moodle 3.3.  We are working with a Philippines based university to create a flipped classroom, online learning, livelihood program for disadvantaged/gifted youths.  We are seeking to hire a part-time Moodle developer that can provide 20 hours a week of development work.  Can anyone recommend a short Moodle assessment test or some kind of activity that we can give to prospective developers to assess their development skills and abilities?

One possibility is to ask if they have released any Moodle code to the community that you can look at.  However, not every developer will have had the opportunity to do this as it depends on the context of their previous work.

Other thing you could do is ask them to create a simple new plugin, such as a block that displays some basic information.  There's plenty of templates and documentation out there that a competent developer could use to achieve this without investing an unreasonable amount of time, even they're not intimately familiar with Moodle already.
