Using: Moodle 2.9.9 (Build: 20161114)
I found another post/discussion on this topic with one posted question that was never answered and the discussion is now closed. I am experiencing the same problem. So, I will copy the post/question here and hopefully get a response.

"My moodle 2.9.2+ is automatically skipping the front page. Even when Home > Site administration > Appearance > Navigation > Default home page for users is set to Site
and
Home > Site administration > Security > Site policies > Force users to log in is set NO (unchecked).
I would like every one to be able to see the front page (not forced to log in).
Has anyone ever experienced this before? Please assist. Thanks"
