Announcements (forum) for course - can't get emails

I'm a newbie using moodle, and I'm using 3.4 hosted on siteground. I'm looking for that basic function of sending out an announcement to the entire class, and it seems pretty intuitive that "announcements" is the way to go. Its a forum, from what I understand, but only instructors can post from it, students are forced to subscribe, and the community gets emailed the content. What I can't seem to get working is the email part. I have posted test runs, and for my made up student accounts, I can see that the announcements are posting to the page they can see. However, they are not getting any emails. I'm checked the cron stuff, following those instructions. I still can't get the emails to work. I know the system can send emails, as emails are sent if I opt to select participants and "send a message" to them. 

Any guidance I can get on getting announcements -> email would be very much appreciated.
