Not able to install custom certificate module

Hi

I am using moodle version 3.1.

I download mod_customcert_moodle31_2016cel052312 and uploaded the filesinside mod folder

But the 'Plugins check' page shows the buttons 'Additional', 'To be installed' and 'Cancel this installation'. Please refer attached screen shot.

I am not able to install this plugin.

Please suggest how can I install this plugin

So you have no upgrade database button at the bottom of the page?

Yes I couldn't see 'upgrade database button' button. What will be the issue. Could you please suggets

What theme are you using?  You might try switching to clean theme and see if that works?

Could you please suggest on the below

Is there any plugin which has the provision to capture users photo (using image upload or webcam) and attach the same to certificate.

Otherwise can we implement this feature by including custom code
