Without exactly seeing your course, my suggestion is that you set the "Activity Completion" requirements for each quiz and scorm activity individually (ie. Require minimum score, or Require Passed status for scorm, and require passing grade for Quiz)
Then, you can set the Restrict Access for Topic 2 to students having 'complete the Quiz from Topic 1. Then the same for topics 3 and 4.
These are just suggestions based on your question without seeing exactly the requirements you need but hopefully they are a point in the right direction.
