For example, it can be site wide, or by category, or subcategory. You may have it set to a category which might explain why it doesn't show up when trying to enroll the cohort in a different category.
We (I) use cohort sync with site-level access. I'm the only admin, and the only person who actually does enrollment, etc. It's s huge huge time saver!
