This sounds like the sort of problem people hit before MDL-29091 was fixed in Moodle 2.3. Certain 'security' heursitics that certain servers implement misdiagnose how Moodle works, and so block it for no good reason.
Did your server configuration change recently? Can you undo the bad bit of the changes?
