My problem occurred because I incorrectly applied the CSS element in the CSS selector block. I have since fixed this and the tour is working.
This was the message from my error logs:
Error code: invalidsection
* line 503 of /lib/setuplib.php: moodle_exception thrown
Did you try to download an already created tour from the tours repository, and test it out. Just to eliminate that it is not because of the way you set your tour up.
