My immediate thought is that the VM is underspecified for the load Moodle is imposing (or the underlying host hardware is being asked to do too much). With no more information about your setup it's hard to tell. Basically the server is stuck doing something due to lack of memory, lack of disk IO etc. etc.
That's a very old, unsupported version of Moodle too.
