I saw a video about the new Course Overview block in Moodle 3.3, and find it to be amazing! Is there any way to implement 3.3 Course Overview Block in Moodle 3.2?

Whilst anything is possible, practicality is another matter.
The changes for the overview block are not just the block itself, but a huge set of changes to the calendar, as well as new functions and callbacks in all core modules and several other places, plus some scheduled/adhoc tasks. There may also be some DB changes in there too.
Moodle 3.3 has been out for nearly six months now and I’d recommend upgrading rather than cherry-picking such a huge and far-reaching set of changes back to 3.2.
