cant enter admin password on installation, CSS/JS with HTTP 404

i want to install latest moodle


mysql 5.5

i get no errors


on the page for entering admin pw

i dont see any input field for entering pw


page is missing styles

in chrome developer i can see that some CSS/JS are missing with HTTP 404


i have a hoster with ftp upload, phpmyadmin

Probably a server issue.  You might start by trying to clear the cache folders (you can manually delete cache and localcache from moodleDATA folder).  What are you installing on?

i have done so, but got the same result. This time with firefox. Chrome previously
