I would like to create a new "course" that consists of selected topics from existing courses. In fact, all I need is a "List" that guides students through the selected elements and activities (mostly books and quizzes) they have to complete, ideally with progress monitoring. Is there a way to do this elegantly?
you could set up a course with activities as a 'master' course and publish all of the activities as LTI tools.
Then in your 'consumer' courses, just add them in.
You should then be able to modify the 'provider' activities and they will update in each instance that you are using them as 'consumer' activities.
There may be a better way, but the way I am suggesting would work and be fairly flexible.
