I have a Moodle 3.1.4+ (Build: 20170112) installation.
When I manually add a new user, an e-mail is been sent successfully to the user in order to inform him about his username, temp password etc.
When I upload users with a .csv file, users don't receive an e-mail. It seems that the specific cron job has an issue. How can I test it?

I manually scheduled the cron job (moodle/admin/cli/cron.php) to run every 5 minutes and everything is OK now.
