I would like the moodle page to provide me with Student's Name suggestions while entering username/first name first few letters.
I have seen few of the moodle core functionalities have this feature,how do i include this in my plugin form ?

Might be worth checking out the quick find block (sorry no link, I'm on my phone, but it's in the plugins database). That's basically what it does (There's a quick find course block too)

I am not looking for any plugins.I want core modules already present in moodle which work on such functionality

You said you are making a plugin - so I was suggesting looking at the code in https://moodle.org/plugins/block_quickfindlist which seems to do what you are looking for for your own plugin. I'm not suggesting you use quickfind as a block itself, but as a guide for how you can do it in your own that you are writing.
