While creating quiz, you can choose random questions from bank.

You get option to provide count of questions.. mention 10 there

You need to put the 40 questions in their own category. Then you will be able to add 10 random questions from that category.

and it is impossible to make so that from these 40 tests to each student has got the 10th test.....................
