Yes there is a plugin "coursebank" but this provides its own cloud, I am in search of a way which allows course backups to be made directly onto the cloud.

When you say .... 'present on windows azure virtual machinge' ... is the guest operating system Windows or Linux?
Can't speak to windows, but can for Linux .... and the 'cloud storage' could be Google.
It would mean installing special software to create a mount point (a remote file system) that appears to the local host as a partition or 'extra space' - in Windoz terms, a drive D:? Then, in config of auto backups, use 'designated area' and point to the mount point on local system.
BTW, it will be slower if locally hosted moodle and the mount point in the cloud - thus making autobackups run longer. Even to the point where 1000 courses (if they fit the criteria for qualification for backing up) could take over night .... 6 hours to complete. Of course, IF the moodle is remotely hosted ... say on Amazon ... and your extra storage is also on Amazon ... then that's fewer hops away from the source (the Moodle server itself) and thus should take less time.
Bottom line there ... networking layer is involved. If network hickups and the mount point is broken, your autobackups aren't working.

The cloud storage is windows based. Since Moodle 3.4 has come are there any new developments that would allow this transfer of backup files from a host to the storage point.
note host and storage are different.
If you mean you want the auto backups to be saved to the 'storage point', yes ... that's been possible since version 2.x of Moodle.
Below is for Linux and for Google Bucket ... you have to translate to Windows and the actual setup of connection to the Google Bucket is outside of Moodle config. Done from operating system and Google.
A mount point on Moodle server ... like /mnt/gbucket ... has been setup. To use in Moodle:
In the /mnt/gbucket create a directory called 'autob'
The path to the location is /mnt/gbucket/autob/
In Moodle turn on File System Repo
In moodledata/repository create a symlink called 'auto' that links to /mnt/gbucket/auto/
ln -fs /mnt/gbucket/autob/ autob
Then in Moodle config,
Set the Automated Backup Storage parameter to 'Specified Direcory for Auto Backups'
In the 'Save To' box, use the path to the symlink ....
Suggest testing before turning on autobackup and setting a schedule by using the backup.php file in moodlecode/admin/cli/ pointed to the same symlink. And pick a known large course for testing.
