Hi Steve,
You will find the answer in Moodle docs for "Quiz submission email notification" when you scroll down to "Allow Quiz notification messages to teachers." You have to change the permission of your teacher role.

I keep forgetting that the side bar menu options change when an activity is selected. However, when I was on the quiz, I guess that it explains why I did not see anything about permissions by clicking on the bottom of the page "Moodle Docs for this page.
I did find the option to enable the student to receive notification when an attempt is made but it did not show that it could be enabled for the teacher. However when I did select Student, both the student and teacher receive the notification.
This is exactly what I wanted for this one quiz but it is interesting that I could not seem to select it for just the teacher. I may want this in the future.
