When setting the grade to pass for a quiz (for completion) - what does it mean? 

For example, one quiz I am looking at it is currently 8. But 8 of what? Assuming that it is not 8% out of 100% how does one tell what the maximum possible grade is?

In points. The quiz may give max. of 15 points; from 8 upwards "passed". In the grade book, fail/pass are in red/green. Very useful.

Ok, so where do you see what the maximum possible points is going to be?

You are right, it is a bit convoluted!

On the top of the Quiz administration > Edit quiz (gear) > Maximum grade. So the correct term seems to be _grade_ for the maximum and the pass marks.
