You could get the quiz module to behave very similar with some of the quiz settings.

Here are some of the things that I would consider

  1. Make sure that when creating questions that you add feedback both in the specific and general fields
  2. Make sure that the quiz setting is set to (Immediate Feedback), that way the student can check their answers and get feedback instead of submitting them all at the end
  3. Also make sure that the quiz has a score that meets the proficiency level you want. If you want them to get all the questions correct then make it match the total points possible.
  4. To make sure that the student received the required score use the activity completion. Just set the requirement to receive a passing grade

That would then mark the student complete when passed all the requirements. You could also then use features to release a badge - label demonstrating that the student has completed.

Just another idea is when creating questions to organize like questions in the same question bank that way you could have the quiz to randomly select a similar question each time the student takes the quiz. That way when the student retakes the quiz they would get a different question.

All good quizzes begin with GOOD questions....
