Hi Matt,
Is user joining the session getting access as moderator? Viewers won;t be able to see/use the recording button.
The problem may be the issue with the Moodle roles ton being correctly matched with BBB roles.
You can try either as admin, allowing all users to be moderators or allowing the specific user you are using to be moderator.
