The built in Moodle Book resource can be used the way you want. It creates the table of contents automatically as you create the individual pages.
Another nice possibility is the Content Pages plugin. Like Book, it automatically creates a table of contents as you make each page. It has the added advantage of allowing you to include quiz questions, although last time I checked, it does not support all types of questions. It also will let students keep notes, make comments, and provide feedback on each page. It will also allow you to set up transitions, much like presentation slide shows, as you go from one page to another.
To get your content tabs, in either Book or Content pages, would be much easier if you also installed and used the Generico filter.
