Is it correct that the visitor (not logged in) on moodle.org is shown Australian Western Standard Time (AWST) without explicitly mentioning the time zone?
The global village has many time zones. One could either use UTC (and say so) or use any other time zone, but then say which one!

Yes, it appears the default timezone is Australia/Perth - but then since its spiritual (and HQ) home is Australia/Perth I suppose that's understandable
