Use Natural Grading - she will be able to set this up exactly as she wants with Natural Grading.
If you don't want to use Natural Grading for some strange reason, and you want to weight a category, you have to use weighted mean of grades for the course. I don't understand why she is demanding a certain aggregation - isn't the end result the important thing - not the name of the aggregation used to get there...
