So... "they" are the designers of your theme. This is not and was not a bug in Moodle code.
I'm still intrigued - did you edit the admin block on the front page and check whether it was visible on all pages?
Hello sir, yes, I have.. this is what I see from Site Administration >Administration > Configuration:
So again, I can't get the Admin block to even be a selectable option in the course page as shown below...
