Assign Roles Link In Enrol Users Not Firing

The image is properly highlighted (underlined) when hovered, and the URL shows, but clicking does nothing. Since the link can be opened via right-click and open in new window or tab, an event listener is likely the culprit. The only shown listener of the click event is you_combo.php, but the code it produces is minified and so difficult to debug.

On a moodle 3.1.9 site that I administer it opens the role assignment page as it should.  On a moodle 3.3.3 site it does not do anything.  I can still open the link in a new tab to make it work but a single left click does nothing.  It must somehow be theme related because it works properly in a course running on the "Clean" theme.
