Tried many times to install moodle but the file named config.php is missing
Web based install must be able to create the config.php file in the moodle code directory root. You might need to set permissions more liberally upon install so that the web service user can write to the moodle code directory. Later, after it's installed and running, then tweak the write permissions more appropriately.
