Firstly, please don't post the same question in three different places. I have deleted all the other ones. 

There are a few possible reasons for this - including an improperly set up web server, firewalls and cache difficulties.  I suggest doing a Google search for...

"moodle this page isn't redirecting properly site:moodle.org"

in the first instance.

Thank you i figure it out, I had to add comment out a line on saver/moodle/admin/index.php

You shouldn't be commenting out lines of core code.
